AP Launches Quantum Computing Policy 2025-2030 to Build a Full-Scale Innovation Hub

Andhra Pradesh has introduced its Quantum Computing Policy 2025–2030, marking a major step toward becoming a leading destination for deep-tech research, startups, and advanced manufacturing. 

The government aims to build a complete quantum ecosystem that supports innovation, talent development, and high-value jobs over the next decade.

Building the Amaravati Quantum Valley

At the center of the policy is the proposed Amaravati Quantum Computing Centre (AQCC) and the larger Amaravati Quantum Valley. These will function as dedicated zones for quantum hardware and software development.

The facilities are planned with shared infrastructure such as clean rooms, specialized labs, secure data centers, and testbeds, resources that are typically too expensive for early-stage innovators. 

The government wants the Valley to become a space where startups, universities, researchers, and global technology companies can work together on solutions in areas like quantum cryptography, optimization, AI, and materials science.

Support for Startups, Talent & Manufacturing

A strong push for startup development is included in the policy. New ventures will get phased grants at the idea, prototype, and commercialization stages. Additional support includes a state-backed seed fund, mentorship programs, IP assistance, and opportunities to participate in international tech events.

The policy also encourages universities and engineering colleges to introduce quantum-focused coursework and research programs, helping create a skilled workforce. Funding will be available for student and faculty-led projects in areas like algorithms, cybersecurity, and sensing technologies.

To strengthen hardware capabilities, AP is offering subsidies and incentives for companies setting up quantum manufacturing units, including benefits on SGST, land, power, and equipment imports.
